Traveller STD, XL, and VVER Packages

Dear Mr. McKirgan,

Westinghouse is requesting a revision to Certificate of Compliance (CoC) USA/9297/AF-96 Revision 12 for Model No. Traveller STD, XL, and VVER Packages, which was issued on September 15, 2020.

A Competent Authority brought to our attention the wording of the first line of the Certificate. The description of the packaging in Condition 5(a)(2) states: The Traveller package is designed to transport fresh uranium fuel assemblies or rods with enrichment up to 5.0 weight percent. While, the package was originally designed for 5% U235 fuel assemblies and rods, and this statement is essentially still correct, the CoC Revision 12 Condition 5(b)(4) also allowed 7% U235 fuel rods by criticality evaluation with no changes to the packaging design. Therefore, the Competent Authority advised us to clarify this sentence so there is clarity among the packaging and contents descriptions in Certificate.

Westinghouse, thus, requests revision to the line in the CoC Revision 12 Condition 5(a)(2) to clearly state:

The Traveller package is designed to transport fresh uranium fuel assemblies with enrichment up to 5.0 weight percent or rods with enrichment up to 7.0 weight percent The revised text, clarifying unique enrichment limits, shall ensure no contradiction between the package as originally designed and as described in the CoC conditions.

Westinghouse requests this text clarification in the packaging description as a precautionary measure to pre-emptively clarify the contents of the license for all foreign Competent Authorities. The change of wording is similar to a word change in the packaging description implemented in the CoC Revision 12 Condition 5(a)(2) to clarify the weather gasket provides a barrier and not a seal,; as the word seal led to confusion among foreign Competent Authorities of the package containment and design.

Westinghouse requests the revision of the CoC Condition 5(a)(2) text, as described above, and no other changes.
