Dear Nuclear Regulatory Commission Holtec comments,

There are so many problems with this proposal, it is hard to know where to begin. No adequate study for the transportation of the waste through the nation's failing rail and highway system has been done, resulting in an enormous threat to public safety with no realistic mitigation plan. The site is presented as a temporary situation, but no permanent plan exists, and none have been remotely adequate since the beginning in 1987. The cask system is extremely inadequate as presented, and does not include realistic monitoring for failure over time. The USA nuclear programs have never included adequate monitoring or health care for nuclear workers, only offering tepid financial payments under duress when most of the victims are already dead. The Carlsbad area is already bearing an unfair share of the nation's nuclear waste burden, with collapse and explosion already part of the short WIPP legacy nearby. On every level, this proposal must be rejected!

I object to the approval of the Holtec Consolidated Interim Storage site near Carlsbad, NM. It would be safer to reduce transportation of highly radioactive used reactor fuel by leaving it at the site of generation until a permanent repository exists. ?

-- The proposed site is near a highway presenting a terrorism risk.

--?The plan does not adequately address radiation risk to workers. ?

--?There should be real-time monitoring for leakage.

--?The lack of consideration of Hardened On-Site Storage at the reactor site as an alternative is a glaring problem. ?

--?The lack of an on-site plan to deal with leakage is extremely concerning.
