Waterford 2020-08 Operating Test Comments NOTE: This summary is being provided in lieu of Form 301-7, Operating Test Review Worksheet, because the licensees operating test submittal was reviewed and overall deemed SATISFACTORY.

General JPM Comments:

  • Should have a history of use field for each JPM and a unique name for each JPM. This helps with overlap, search criteria, etc.
  • The JPM Data Page should be marked as Examiner Copy Only or be included as part of the Answer Key.

JPM A1:

  • On the Examiner Copy add Answer Key to the header
  • Match the JPM title and Outline wording
  • Include in answer key a completed Appendix 39 JPM A2:
  • Task standard needs enhancement: include SFP level and time for level to reach the top of the fuel assemblies
  • References needed for review and to be added to the answer key
  • Add steps for interpolation method from 7.5.2 (if number table used)
  • Need basis for time to top of fuel assemblies JPM A3:
  • Task standard needs the numerical answer added to it
  • Specify basis for band JPM A4:
  • Add the stay time to the task standard
  • Divide the task element into two task elements (each one is critical)
  • Match the JPM title and Outline wording
  • Need basis for stay time JPM A5:
  • On the task standard, state the TS action JPM A6:
  • On task standard clarify the errors: 1) incorrect LPD limit calculated, 2) incorrect LPD limits from Attachment 2, and 3) Yes, channels A and B meeting limits

JPM A7:

  • Remove the word personal from tools needed section.
  • Task elements 5, 7, 8, 9, and 10 are critical
  • Include applicable TS in task standard
  • Add basis for bands
  • Change task standard to EITHER emergency borate or rack-out one charging pump.

JPM A8:

  • Answer key needs to show the math and/or worksheet/form to be used JPM P-1:
  • Ensure procedure steps numbered in the examiners copy JPM P-2:
  • Either above or inside of Task Element 1, add the procedure number and name JPM P-3:
  • Ensure procedure steps are numbered in the examiners copy
  • Boldface the Evaluator Note about Method 2
  • Add examiner cue for Task Element 6 -> Diesel has stopped.
  • For Task Element 7, add examiner cue, such as stem is moving down and valve handwheel has stopped turning.
  • For Task Element 8, add an Examiner Note in the Comment section that if air receiver valves are NOT closed in Element 7, then cue would be diesel generator started and is running.

JPM S1:

  • Add expected or acceptable flow to task standard JPM S2:
  • Task element 3 should be critical
  • In the examiners copy, at task element 10, re-state the time requirement to satisfy the JPM, including when the time requirement begins JPM S3:
  • Not an alternate path JPM. Verified there are still enough alternate path JPMs per NUREG 1021.
  • End the task after flow is established at 4100 gpm and remove inadvertent RAS actuation

JPM S4:

  • Above Task Element 1 name the procedure in effect
  • Boldface the Examiner note that begins the Alternate Path portion
  • Modify by leaving the turbine running (ieit failed to trip)

JPM S5:

  • Add color and sequence to resetting CSAS relays JPM S6:
  • Add the procedure number/name to the task standard JPM S7:
  • Add the procedure number/name to the task standard
  • Ensure the complete procedure is given to the applicant
  • End the JPM after task element 12 JPM S8:
  • Delete tasks 22 and 23 - not necessary General Scenario Comments:
  • Where possible, CTs should be bounded by plant parameters or conditions that are specific to the scenario instead of being linked to procedure steps or transitions.

Scenario 1:

  • On the critical task determination for CT-2, add the values for the required voltage band
  • For CT-1 based on the information under Safety Significance, the Measurable Performance Indicator should include within 1 minute.
  • Event 2 - change D-1 for Event 2 so only BOP gets credit
  • Event 3 - on D-2 remove steps for dilution Scenario 2:
  • Event 1 - brief crews to begin OP-903-052 at step 7.1.8
  • Event 5 - add booth cue to trip the TCCW pump when reactor power is 97 percent and lowering
  • Event 6 - add booth cue to increase size of the LOCA to get C.S. approximately 10 minutes earlier.

Scenario 3:

  • Shorten D2 by removing charging pump tables and CEA Position vs Thermal Power table, and HPSI & LPSI flow curves, RCS Pressure-Temperature Limits curve.

Scenario 4:

  • Event 1 - brief crew steps 6.2.1 through 6.2.7 of OP-002-001 were completed by off-going crew
