Dear Mr. DeLaBarre:
Enclosed is an application (XW026) dated July 21, 2020, from EnergySolutions, requesting a specific license to return post-processed radioactive waste after volume reduction, which includes incineration, compaction, and decontamination and other similar licensed processing activities, to Mexico.
The contaminated material will be imported from Mexico into the U.S. under the general import license provisions of 10 CFR 110.27, once the waste export license application is approved.
Before taking action on this U.S. Nuclear Regulatory Commission license application, we would appreciate your assistance in notifying the Mexican Government of the proposed radioactive waste export and obtaining any comments that the Mexican Government might have in the context of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. We also request your views as to whether the subject export will be Consistent with the Convention's guidelines.
