If a scram were plausible under these conditions, there would not be a scenario where the RPS logic would generate a 1/2 scram condition.
The pedigree for Distractor A does not appear to address the correct information.
Distractor A concerns the reactor building ventilation system which would have one rad monitor channel fail downscale based on a loss of RPS A, and would therefore continue to operate. The distractor description appears to discuss RBCCW.
