International Electrotechnical Commission (IEC) SC45A 3834 Shepard Road Gibsonia, PA 15044

SUBJECT:

LETTER NOMINATING NRC STAFF TO SC45A NUCLEAR INSTRUMENTATION SYSTEMS WORKING GROUP 9 (WGA9) FOR INTERNATIONAL ELECTROTECHNICAL COMMISSION

Dear Mr. Seaman:

I would like to nominate Mr. Leroy Hardin as authorized NRC representative on the International Electrotechnical Commission SC45A Nuclear Instrumentation Systems Group 9 (WGA9). Mr.

Leroy Hardin, Electronics Engineer, is responsible for activities related to safety related systems used as components in safety systems, cyber security, electromagnetic pulse events and analysis of instrumentation and control systems. Mr. Hardin has previous experience in WGA9 and brings the necessary experience, education and regulatory perspective to support the development and maintenance of standards in WGA9.

In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," January 27, 2016, the participation on a committee of an NRC-authorized representative does not connote agency agreement with, or endorsement of, decisions reached by the committee, or of standards approved and published as a result of the committees efforts. Agency representatives participating on consensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest and will express views that are consistent with established agency views.

However, the NRCs endorsement of these standards, if desired by the NRC, would be part of a separate activity, such as incorporation by reference into rulemaking or endorsement in an NRC regulatory guide.

Correspondence should be addressed to:

U.S. Nuclear Regulatory Commission ATTN: Mr. Leroy Hardin M/S: T-10A70 Washington, D.C. 20555 Telephone: 301-415-2181 E-mail: Leroy.Hardin@nrc.gov

S. Seaman Thank you very much for providing NRC with the opportunity to participate in the work of your committee. If you have any questions, please contact Mr. Leroy Hardin at 301-415-2181 or Leroy.Hardin@nrc.gov.

Sincerely,

/RA/
