[External_Sender] Waste store proposal I am writing to submit a public comment in response to the Draft Environmental Impact Statement (Docket ID NRC 2018-0052) regarding Holtec International's application for a license to build and operate a Consolidated Interim Storage Facility for Spent Nuclear Fuel and High Level Waste (NUREG-0027).

I strongly oppose this proposal because New Mexico must not be turned into a nuclear waste storage site for the nation! We are coming into the consequences of our destructive misuse of this planet and its materials simultaneously with the arrival of the manifestation of climate disruption across the nation. A nuclear facility in Iowa has decided to close under the impact of unprecedented storms and in the face of a better energy source. The more proposals such as Holtec's charge determinedly in the opposite direction, the more pollution and dire consequences we can expect!

I do not consent to New Mexico's harnessing as a nuclear scapegoat for the errors and disdain of our national nuclear uses and generation of masses of toxic waste.

New Mexico must not become the victim of these proposals because many of our citizens are not among the white supremacist majority population--environmental racism is a crime against citizens in violation of law and the Constitution.

Threats to wildlife and to water are unarguable; New Mexico suffers from drought and the cost in water would jeopardize our continued ability to live and work here. There are also many endangered species who are protected by agencies who have responded to this threat by opposing its predictable impact on migratory birds.

Transport of irradiated Nuclear Fuel on public highways between nuclear power plants and this proposed site would be a danger to all communities along the routes. One accident lis likely to occur for every 10,000 shipments. I am reminded of a shameful statement made by an administration official: We think the price is worth it. Well, I don't think the price is worth it for New Mexico and its highways!

And furthermore, this project is illegal under current US law. The Federal government's is not allowed to take title to the high level radioactive waste until a permanent geologic repository is operating.

Such a license cannot be issued under the present circumstances.

For these reasons, I believe the DEIS for Holtec's proposed nuclear waste storage in New Mexico is inadequate, inappropriate, illegal and of potentially great harm to New Mexico and its residents and communities where I am a resident.
