OPERATOR LICENSING EXAMINATION REPORT 50-341/98301(OL)
Dear Mr. Gipson:
On April 16,1998, the NRC completed initial operator license examinations at your Enrico
Fermi, Unit 2 Nuclear Station. The license applicants' performance evaluations were finalized
on May 20,1998. Inspectors also observed control room operations. The enclosed report
presents the results of that examination and control room observation period.
Examinations were administered to eight Reactor Operator license applicants and four Senior
Reactor Operator applicants. Four Reactor Operator applicants and two Senior Reactor
Operator applicants failed the examination and were denied operator licenses. All other
operators passed all portions of their examinations and were issued operator licenses.
This was the Fermi Unit 2 Training Department Staff's second opportunity to develop an
operator license examination under the guidelines contained in NUREG 1021, " Operator
. Licensing Examination Standards for Power Reactors," Interim Rev. 8. Although the training
department staff's attention to detail, knowledge of examination development guidelines, and
ability to develop technically accurate examination material according to the guidelines was
satisfactory, the need for improvement in some areas was identified. The developed
examination required additional NRC attention to correct deficiencies and increase the difficulty
level of the examination to conform with NRC examinations being currently administered.
Several of the license applicants demonstrated genetic weaknesses during administration of
the operating tests. Three of the four Senior Reactor Operator applicants were unable to
provide the correct protective action recommendation when implementing the station's
emergency plan. Several applicants demonstrated weaknesses in annunciator response, event
diagnosis, directing plant operations, and procedure / technical specification use. Four of the six
examination failures were directly attributable to deficiencies noted dunng the operating test.
The high failure rate suggests that the applicants were not well prepared for the examination.
It is our expectation that the Fermi 2 training department instructors will use the applicant
weaknesses outlined in the accompanying report as feedback to improve the operator license
. training program in accordance with your Systematic Approach to Training (SAT) program. As

discussed with Mr. J. Davis of your staff, we request that you review these weaknesses, and
withir. 30 days from the date of this letter, provide a written response outlining any changes you
have made or intend to make to the initial License Training program to increase program
effectiveness. Please meet with the NRC within 45 days from the date of this letter to discuss
the proposed changes.
In accoroance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the
enclosures to this letter will be placed in the NRC Public Document Room.
