PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-196 This preliminary notification constitutes EARLY notice of an event of POSSI 3LE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basi ~cally all that is known by IE staff on this date.

HIGHLY ENRICHED URANIUM PHYSICAL INVENTORY RESULTS Material Unaccounted for (MUF) for the sixty-day highly enriched uranium material balance period ending October 18, 1976 has been determined to ,

be an accounting loss which is within the regulatory limit for continued l operations. The MUF is less than the calculated limit of error (LEMUF).  !

The MUF exceeds 0.5% of throughput, calculated based on new additions to process, but is less than the value which would require a re-inven-tory.

Approximately 18 kg of hard-to-measure scrap materials generated during the sixty-day period have not been processed through scrap recovery. A temporary exception to the license requirement for current scrap recovery was granted to the licensee by NMSS to allow reduction of his scrap back-log. Approximately one-half of the material is scheduled for local recovery and the remainder is being shipped to the United Nuclear Corpora-tion, Rhode Island, for recovery. The licensee predicts that recovery of this material will ultimately result in a near-zero MUF. Region I believes that this is a reasonable prediction.

This information is furnished because of the sensitivity of matters in-volving the B&W Facility - not because of direct significance of the event. Media interest is expected because of continuing interest in O SNM accountability at fuel facilities. The Commonwealth of Pennsylvania has not been informed. A press release is not planned.
