Agenda: Sewage survey Guidance document 1

Summary:

At-the beginning of the meeting.. Bob Bastian handed out an EPA letter dated June 5.1998, that invited employees and representatives of local municipal wastewater authorities to participate in this meeting. Tom Lenhart and Ray Karney participated via telephone conference call.

The first topic discussed was the lab report on the POTW test sites. On June 8.1998. EPA staff sent to subcommittee members via E-mail a copy of Scott Telofski's statistical analysis (dated May 1998) of the test site data.

Scott summarized the results of his analysis, which generally agreed with the statistical analysis performed previously by Lee Abramson. These analyses helped the subcoirnittee in understanding specific differences in the reported data. For example. based on the results of the analyses, sample heterogeneity ,

is considered a significant contributor to the differences in the reported data, although i.ts magnitude has not been quantified in this study.

A question arose as to whether the most recent ORISE data was used in both statistical analyses. The subcommittee agreed that EPA and NRC staff will determine which ORISE data set was used in the analyses before the next subcommittee meeting. Also, it was recommended that data concerning ash samples from~the pilot study be reviewed again as a quality assurance measure.

NAREL agreed to perform this task, as well as review the data tables for consistency of significant figures. -

Regarding the use of U.S. DOE / Environmental Measurements Laboratory's (EML)

Quality Assurance Program (OAP) studies as a quality assurance mechanism during the sewage survey. it was recommended that the subcommittee review the OAP results during the time ORISE and NAREL analyzed samples collected during

.the test site survey (November 1996 to August 1997). The purpose of this analysis is to determine whether QAP results would be a good indicator of laboratory performance for the matrices and radionuclides encountered in the study. The approach of relying on 0AP results instead of sending spiked sewage samples to ORISE and NAREL for analysis was discussed. Mark Doehnert stated that spiked sample comparisons that included a third, independent laboratory would need to be planned carefully to incorporate adequate quality assurance for the comparisons. It was agreed that the statisticians would discuss an approach for handling the data in the full POTW survey and how dose modeling may be performed before the July subcommittee meeting.

On the topic of clearance from the Office of Management of Budget (OMB) for the sewage survey. Tony Huffert summarized his efforts in responding to OMB's questions. On June 5, 1998. NRC sent OMB a letter that responded to each of l the six minor issues (see the May 1998 meeting summary for more detailed 1 information about OMB's issues). One of the issues concerned notification of  !

survey participants about survey results from their POTW, while maintaining i overall confidentiality of the survey. An approach considered in this meeting j was to provide the identities of the POTWs to an independent third part for j handling, such as AMSA. This approach will require further discussion witn  !

[ -2 Bob Bastian'and Charleen Raddatz discussed the reference radionulcide concentrations that NRC and EPA developed in a document that would be

~ accompany any release of data about the sewage survey. Participants thought that the current draft document needed additional information on Naturally Occurring Radioactive Material (NORM) levels before it could be finalized. It was recommended that screening values be limited to soil, water and building materials as references, but radionuclides concentration levels that are

" exempt" from regulatory controls should not be included in the document.

, Alan Rubin recommended that the test site report should state whether any of l the data from the nine test sites exceed existing decommissioning criteria as

'a reference.

Regarding progress on completing the Quality Assurance Project Plan (OAPP) for the survey. Loren Setlow stated that there should not be additional work done on the document until it is determined how survey data and the corresponding analyses will be handled in the overall survey. For example, a final decision is needed on whether to interchange sludge samples during the survey for Tquality assurance purposes.

Regarding participation of NRC Agreement States in the sewage survey. Tony Huffert and Tom O'Brien updated the subcommittee on the status of a related letter that is being reviewed by the NRC staff. Loren Setlow asked that EPA receive a copy of the letter once it is issued so that it could be used as a model for a similar letter to non-Agreement States.

The dose modeling working group did not meet in May, but agreed to meet at 1:00 pm on June 22. 1998 at EPA offices in Washington. DC. Tin Mo. George Powers, and Loren Setlow will participate in the discussions.

Meeting participants scheduled the next subcommittee meeting for July 7,1998 at DOE offices in Washington DC. At this meeting, the subcommittee will discuss the report on the test sites, the status of OMB clearance the list of 3 POTWs to be sent the questionnaire comments on the guidance document, the i results of the dose modeling working group meeting. and the status of the table of reference radionuclides values.

Action Items:
