OF MEETING HELD ON JUNE 17,1998, WITH NEl TO DISCUSS STAFF'S PRELIMINARY COMMENTS ON NEl'S GUIDANCE REGARDING THE UPDATED FSAR J
On June 17,1998, the staff held a public meeting with the Nuclear Energy Institute (NEI) at r
-NRC headquarters in Rockville, Maryland. The purpose of this meeting was to review the staff's preliminary comments on NEl's draft guidance document on updated final safety analysis
, reports (" updated FSARs") dated November 14,1997 (NEl 98-03). Attachment i lists the
- ' ~ meeting' participants. There were no handouts at the meeting.
The staff had provided their preliminary comments on NEl 98-03 in an attachment to a meeting l summary dated June 15,1998. A total of 26 comments on the NEl document were provided.
During the June 17,1998, meeting NEl indicated that they intended to incorporate the staff comments into NEl 98-03 for 22 of the 26 comments. As discussed during the meeting, the 1
remaining four staff comments require further consideration by NEl as follows:

technical speedications. The staff questioned how non-technical specification systems, structures and components would be treated under this interpretation. NEl agreed that this subject required further review.

NEl stated that, in general, the staff's comment would be adopted. However, NEl proposed to limit the description in the updated FSAR to that pertaining to safety functions. The basis for this proposal is that discussion of other functions would dilute attention to the safety functions. The staff stated that such an approach was overly restrictive, and that the description in the updated FSAR needed to include more than a description of the safety functions.

NEl stated that NEl 98-03 would include guidance that met the intent of the guidance on temporary modifications in the proposed generic letter, but that NEl would provide an attemative proposal to that in the proposed generic letter.
NEl stated that the Final Draft NEl 98-03 would be submitted for staff review and consideration for endorsement in late June or early July 1998. A meeting for July 16,1998, was tentatively scheduled for the staff to provide initial impressions of the final draft.
