Exemption Request, Defueled Security Plan Gentlemen:

Reference (b) requested excmption for certain physical security requirements in accordance with 10CFR73.55. Specifically, an exemption was requested for 10CFR73.55(e), which requires in part, that "the onsite central alarm station...and its walls, doors, ceiling, floor, and any windows in the walls and in the doors must be bullet-resisting". Communications with the staff on Thursday, June 18, revealed a concern on the part of the staff, not previously discussed, regarding this exemption.

Specifically, the staff maintains that Maine Yankee must incorporate a bullet-resisting security station, f. 4 the purpose of offsite notification, into our Physical Security Plan. Maine Yankee disagrees vath this staffposition and is disappointed with the staffs lack of timeliness in identifying its concems. Howes er, in order to expedite the approval process and thus permit the continuance of the decommissioning of Maine Yankee, we propose the following alternative resolution.

The Maine Yankee Physical Security Plan will be revised to incorporate the following: "One continuously manned security station must be bullet-resisting (i.e. its walls, doors, ceiling, floor, and any windows in the walls and in the doors must be bullet-resisting). This bullet resisting security station shall have the capability of calling for outside assistance. If the central alarm station (CAS) or the control room is not bullet-resisting, then the CAS shall be in continuou:: communication with

this bullet-resisting security station.

O Maine Yankee may, at some point in the future, resubmit the bullet-resisting exemption request.
