The State University of New York at Buffalo requests amendment to Appendix A, Technical Specification (hereinafter Tech Specs) for License R-77 to incorporate minor changes in organizational structure, rid to reduce the minimum required meeting frequency for the Reactor Decommissioning Safety Committee (RDSC).

Chanae #1 - Organizational Structure We request the following changes in Tech. Specs:

1. Replace current Chart of Organization (" Figure 1") with enclosed Figure 1,"BMRC Organizational Structure"
2. Change all references from " Acting Director of Environmental Health and Safety" to

" Interim Director of Occupational and Environmental Safety Services"

3. Change " Director of BMRC" to "BMRC Director" Discussion:

l Three separate university departments, Environmental Health and Safety, Radiation

Protection Services, and Buffalo Materials Research Center, have been merged into a single department, Occupational and Environmental Safety Services (OES). All staff members have been retained. The merged unit is headed by Mr. Louis Henry, who continues to report to the Associate VP for Facilities. Organizational changes made fM g

pursuant to the merger include:

e The BMRC Director now bears additional responsibilities as Assistant Director of OES. His former authorities and responsibilities are preserved.

  • An Emergency Plarining and Preparedness Coordinator position has been created.

. This individual will support emergency planning related to the reactor program, as well as other campus operations. Louis Henry retains primary responsibility for reactor emergency planning.

We believe that the merger of the three safety related departments will eliminate some l redundant costs (principally administrative), build a stronger team environment to support

! the reactor program, and will help us to retain key staff members by allov.ing them to assimilate into new roles within the organization.

l OES is in the process of upgrading emergency planning for all areas of responsibility I

including chemical, radiological, and biological accident response. The emergency I coordinator position was created to support this effort. Responsibilities include keeping call lists up to date, inventory of equipment and materials, scheduling of training sessions, and administrative support to the development of plans and procedures. It should be stressed, that there is no intent that this position would exercise command authority in the event of an emergency, but rather would act as a resource person and facilitatory.

The current Tech Specs section 11.2 states that " staff members may perform collateral duties in other areas of the University, or be part time employees. Therefore the propor,ed ,

change is built upon the current Tech Specs, and is consistent with our discussions with the NRC in support ofissuance of our Possession Only License.

1 Chance #2 - RDSC Meetina Freauency I We request the following change in the Tech Specs:

Replace the current section 11.5.l(4) with "The RDSC shall meet at least twice per year" Discussion:

The RDSC is currently required to meet three times per year. When the current specifications were submitted to the NRC we anticipated that there would be a higher level of activity at the BMRC. We currently do not expect to ship the reactor irradiated ,

fuel off site for several years, and a period of moderate activity is therefore expected. We  ;

have improved the quality of this committee, by recruiting members from w local nuclear utility, t.nd a DOE waste project. We do not wi A to discourage committee members by requiring them to attend meetings, if there are no substantive issues on the agenda. We therefore feel that the new minimum meeting frequency is more appropriate.

, 5 I Chance #3 - Chance to BMRC Director We propose to change all references to the person who is the Director of BMRC to read "BMRC Director". Changes are therefore made in TS 11.2 2 and 13.3.

Discussion:

This change is for the purpose of clarity. The title of Director is conunonly used throughout the University at Buffalo. By placing BMRC before Director, consistency is maintained and potential confusion over this title is avoided.

Conclusions:

We believe that the requested chan8es will contribute to the success of reactor

surveillance and deactivation activities, and are in the best interest of public and staff j l safety. We therefore request approval of the proposed changes.
