SUMMARY
OF MEETING BETWEEN THE NRC LICENSE RENEWAL STEERING COMMITTEE AND THE NEl LICENSE RENEWAL WORKING GROUP On June 18,1998, the Nuclear Regulatory Cornmission's (NRC's) License Renewal Steering Committee (Steering Committee) met with the NEl License Renewal Working Group (Working Group) to discuss the organization and charter of the recently formed Steering Committee and to discuss topics of interest to the industry. Attachment 1 is the agenda for the meeting. A list of meeting attendees is contained in Attachment 2.
This was the initial meeting between the Steering Committee and the Working Group. The membership and charter of the Steering Committee were described and a copy of the Apri! 28,1998, memorandum from Sam Collins establishing the Committaa was provided at the meeting (Attachment 3). The Committee is an advisory group supporting line management which retains responsibility for the successful implementation of the license renewal program.
The Committee is responsible for monitoring the status of the review of license renewal l
applications and for resolving technical and process issues identified by the industry, public, or NRC staff. Ibsues that cannot be resolved with industry by the staff and line management will l
' be elevated to the Committee for consideration. The Steering Committee will interact with individual applicants and the Working Group as appropriate to resolve the issues. NEl also provided a discussion of its advisory committee, task force and working group structure as described in ita handout materials (Attachment 4).
Prioritiration of NRC Staff and Industry Activities The Steering Committee and Working Group agree that the first priority is the review of license renewal applications. Baltimore Gas and Electric's (BG&E's) renewal application for its Calvert i
Cliffs units was received on April 10,1998. Duke Energy Company (Duke) announced its intent l'
to submit on July 7,1998, a renewal application for its Oconee units. In addition to these applications, license renewal documents have been submitted for NRC review from non-
- applicant licensees, owners groups, and NEl. Additionally, a number of generic issues have been identified by the staff and NEl. NEl identified its issues in a letter dated May 8,1998, in a
l k, the form of comments on the Draft Standard Review Plan for License Renewal. Both the staff and NEl are compiling their generic issues into databases which will be shared with each other, As discussed at the April 29,1998, meeting between the NRC staff and the NEl License

2 Submittals have also been received and are expected to continue from NEl and from licensees in advance of submitting a formallicense renewal application. Based on discussions at the meeting, the Working Group will evaluate the possibility of providing the staff with an integrated prioritization for industry submittals (i.e., applicant, non-applicant, owners group, and NEl submittals). A recommendation was also made that licenseas considering license renewal inform the NRC in writing of their interest in renewal and identify all reports to be relied upon in their applications.
Process to Document Closure of issues NEl asked the staff how it plans to document resolution of generic issues pending future updates of the Standard Review Plan for License Renewal (SRP-LR), the Draft Regulatory Guide, DG-1047, or the industry's implementation guideline, NEl 95-10, so that all interested parties are aware of current positions. The staff has developed an Office Letter that contains a procesc for identifying, resolving, and documenting license renewal issues. The first issue to complete the process was sent to NEl by letter dated June 5,1998. The staff intends to send all proposed generic issue positions to NEl by letter. NEl is expected to provide a letter in response indicating its agreement or providing comments. Resolution of an issue will also identify the Appropriate documents that should incorporate the resolution (e.g., SRP LR or NEl 95-10).
Based on previous agreements, NEl receives copies of all NRC license renewal E
correspondence with licensees (currently BG&E, Duke, and Southem Nuclear Operating Company) as well as direct correspondence on generic activities. NEl is responsible for disseminating the information to other interested industry organizations. At NEl's request, the staff will also ensure that NEl receives copies of all correspondence related to environmental reviews forlicense renewal. Based on these agreements, allinterested industry organizations should receive information regarding proposed and final resolution of issues either directly from the NRC or from NEl. License renewal documents are also available from the NRC's Public Documer;t Room.
Credit for Existina Proarams The Working Group indicated that attention is needed regarding the extent to which credit is phfen to existing programs for license renewal to ensure that only what is necessary is requested by the staff based on the scope and past acceptance of the programs. The staff is evaluating existing progroms to determine the extent to which they can be credited for license renewal and will continue to interact with industry on this issue. Issues that cannot be resolved at the working level with line management involvement will be elevated to the Steering Committee and Working Group. To facilitate this process, the NRC proposed regularly scheduled meetings between line management and the industry to ensure that issues are prioritized, schedules are maintained, and those issues warranting it are raised to the Steering Committee and Working Group in a timely manner.
3 Meetinas Regularly scheduled meetings were proposed between the NRC's line management and each renewal applicant to monitor progress of the review and to quickly identify issues requiring action. Similar meetings would be held with NEl on generic activities. In addition, the Steering Committee also proposed meeting with the Working Group at least quarterly. More frequent meetings can be scheduled if needed.
l Hearina Process The Working Group requested the status of the Commission's evaluation of options for implementing improvements in the hearing process for license renewal. Included in the Commission's considerations are the timing for issuing the notice of opportunity for hearing and the schedule for conducting the hearing. The NRC discussed some of the considerations in establishing the hearing schedule and informed the Working Group that a Commission decision had not yet been reached. In addition, clarification was provided to the Working Group regarding permitted staff and industry communications with the Commission when a hearing is pending.
Potential Future Activities The Working Group indicated that as an aid for future renewal applicants, the industry is considering compiling a matrix of material contained in BG&E and Duke's renewal applications after it is approved by the NRC. The matrix would be submitted for NRC review and would include information such as component type, aging mechanisms and effects, environment, and aging management programs. This activity has potential benefits and may be discussed further in the future as the application reviews progress.
NEl also informed the staff that it had prepared an implementation guideline for performing the environmental review required by 10 CFR Part 51 for license renewal. This guideline will be submitted for NRC review in the near future.

LICENSE RENEWAL STEERING COMMITTEE You have been selected to serve on the License Renewal Steering Committee (LRSC).
Frank J. Miraglia will serve as the LRSC Chairman. The members of the LRSC have been l
selected to represent the principal functions associated with the processing of license renewal applications submitted pursuant to 10 CFR Parts 54 and 51. This memorandum describes the role and responsibilities of the LRSC. In addition, the LRSC willinterface with the Executive Council to facilitate their oversight function, as described in the EDO's memorandum to Chairman Jackson dated March 6,1998.
The LRSC will fulfill this responsibility in an advisory capacity to the Director of NRR in support of the line managers who are fundamentally responsible and accountable for the implementation of the license renewal program. A quorum for committee meetings wil! consist of at least three NRR members, and one member from each of the other offices represented.
Accordingly, you are authorized to delegate this responsibility to other appropriate representatives from your office.
The primary responsibility of the LRSC will be to monitor the progress of the staff's review of the initial license renewal applications, and to review issues related to the implementation of the license renewal program. The LRSC will periodically meet to review (1) the status of the staff's review of the license renewal applications and related generic technical reports, (2) the effort expended relative to the planned accomplishments in the NRR Operating Plan, and (3) the status of technical and process issues identified by the applicarits, industry, public, or NRC 1
staff. During these meetings, the LRSC will recommend actions to improve the license renewal
_ processes and resolve related issues. In addition, the LRSC will identify matters that should be conveyed to the Executive Council or the Commission. The organizational role of the LRSC is illustrated in the attached figure.

O Multiple Addressees The LRSC will also interface with the industry executive committee and NEl, to review the progress of the industry's efforts and promote early identification of potential policy issues that may warrant Commission review. The LRSC will meet with the industry executives quarterly beginning in June 1998, and modify the meeting schedule, as needed, to fulfill the program goals. At the earliest opportunity, the LRSC should also meet with Baltimore Gas & Electric and Duke Power to discuss the conduct of the review of the initiallicense renewal applications.
The first meeting of the LRSC will be held May 1958. At that time, the committee will decide on a schedule for future meetings and determine whether the use of videoconferencing facilities can facilitate the scheduling and conduct of the meetings. PDLR will provide each of the LRSC members with a background book of relevant documents, and conduct an orientation briefing at the first committee meeting. PDLR will also serve as the secretary to the committee, and the LRSC minutes will provide appropriate documentation of the recommended actions and resulting follow-up. The conduct of the license renewal reviews and resolution of issues will otherwise be conducted in accordance with the NRR Office Letter, License Renewal Application -
Review Process, which will be cornpieted at about the time of the committee's first meeting. In

are taken to reflect the committee's recommendations are reflected in appropriate changes to the NRR budget, resource allocations, and schedules.
