Docket No. 70-7002 Supplemental Response to Notice of Violation (NOV) 70-7002/97008-04 On November 26,1997, USEC submitted a response to the subject NOV (reference USEC letter ODP 97-2035). This violation concerned exceeding Technical Safety Requirement (TSR) overtime limits without prior approval. USEC's response to this violation committed to the following actions:

1.

Senior management appointed a multi-disciplined team to assess the overtime process to improve overtime exceedence compliance.

2.

Further improvements will be made to the overtime canvassing system to enhance the plant's ability to prevent overtime exceedences.

As indicated in the "Date of Full Compliance" section of this NOV response, USEC stated that the above corrective actions would be fully implemented by June 30,1998. These corrective actions

- were completed on schedule and have been effective in reducing the number of TSR violations.

However, additional overtime limit exceedences have occurred during implementation of these j

corrective actions. Thus, USEC is supplementing our original response to NOV 97008-04 to include i

the following additional corrective actions to further reduce the potential for future overtime exceedances:

Organization Managers will define the job classifications within their organizations that -

kl perform safety related work and must adhere to the overtime limits in the TSR. Organization Managers will then ensure that these applicable personnel are included in the overtime canvassing system. These actions will be completed by August 31,1998.

USEC will revise procedure XP2-HR-LR1030, " Limitations on llours of Work," to strengthen the adrninistrative controls for approving overtime work. This action will be completed by November 2,1998.
