Dear Mr. Gipson:
, On June 12,1998, the NRC . completed an inspection at your Enrico Fermi, Unit 2 facility. The

enclosed neport presents the results of that inspection. The inspection examined activities-
- conducted under your license related to radiation safety and to compliance with the
Commission's rules, and regulations and with the conditions of your license.

Specifically, this inspection reviewed controls of radiological conditions within the Radiologically
. Restricted Area (RRA), the planning to ensure that radiation exposure during the spent fuel pool
clean out project was As-Low-As-is-Reasonably-Achievable (ALARA), the improvements in the
- operability of the Post-Accident Sampling System (PASS), and the implementation of the solid
,.
. radwaste and transportation program. To this end, the inspection consisted of a selective
examiiiation of representative procedures and records, walkdowns throughout the facility,'.
. observations of work activities in progress, and interviews with plant and contract personnel.

No violations of NRC requirements were identified.'

Overall, the radiological controls for the spent fuel pool clean out project were effective in -
l
' maintaining a reasonable collective dose. Although your staff has experienced a variety of
^

'
-problems with the PASS, recent initiatives have significantly improved the PASS operability.'
Thorough audits and reviews of vendor services identified significant problems which impacted
. radiation protection operations. Your staff took aggressive action to appropriately address -
the identified issues. Finally, the program to handle, store, classify, and transport solid
radioactive material continued to be well implemented.

enclosure wil be placed in the NRC Public Document Room (PDR).
