Dear Ms. Tefft:
l Since New Hampshire is not scheduled for an Integrated Materials Performance Evaluation Program (IMPEP) review for FY 1998, we request a meeting, no longer than one day, to discuss your Agreement State program and share programmatic information. This letter confirms that, after previous coordination, the meeting is scheduled for September 10,1998 and will be held in your offices. Richard Blanton, Office of State Programs, assigned as Project Officer for New Hampshire, will be the other NRC representative in attendance.
The topics to be discussed at the meeting will include:
1.
New Hampshire's action on previous IMPEP review findings that are still open. A summary of the recommendations and suggestions from the 1997 IMPEP review of the New Hampshire program is attached.
2.
Strengths and/or weaknesses of the State and NRC programs as identified by New Hampshire or the NRC incivding identification of actions that could improve any weaknesses.
3.
Status of recently completed State program or policy changes under developmentincluding:
a.
Changes in program staff b.
Program reorganizations c.
Legislative changes I
d.
Redistribution of responsibilities j
e.
Changes in program budget / funding 4.
Status of NRC program changes that could impact Agreement States, l
5.
Any internal program audits /self assessments conducted by the New Hampshire or the NRC.

Status of all allegations previously referred by the NRC to New Hampshire for action, and methods used to resolve allegations that have been closed.

ATTACHMENT Summary of recommendations and suggestions from 1997 IMPEP Rewsw of the New Hampshire program Recommendations:
1.
Schedule, assign, and inspect core and non-core licensees at regular intervals in accordance with the State's established inspection priority system.
2.
Review and revise the inspection report preparation process for those containing l
enforcement actions to ensure timely issuance of inspection findings.
3.
Evaluate the number of staff needed to implement the program.
4.
Conduct appropriate follow-up to confirm implementabon of the licensee's corrective actions when prior inspection identified significant problems.
Suggestions:
1.
Establish a clear policy for the initial inspection (at six or 12 months) of prionty 3 and higher licenses and adhere to the established policy.
2.
Increase the number of reciprocity inspections to meet the inspection goals established in IMC 1220.
3.
Develop a written training and qualifications plan.
4.
Adhere to the policy of annual supervisory accompaniments of all inspectors.
