SUBJECT: NRC INSPECTION REPORT 50-285/98-07 AND NOTICE OF VIOLATION

. Dear Mr. Gambhir:
From April 15-24,1998, a routine inspection was conducted at your Fort Calhoun Station
reactor facility. The enclosed report presents the scope and results of that inspection.
During the review of your inservice inspection program, a violation of 10 CFR 50.55a(g) was

identified for the failure to submit relief requests for those ASME Code Class welds that did
I

not receive.100 percent full examination coverage for the first and second 10-year inservice
- inspection intervals. On May 20,1998, we telephonically discussed this violation with your
. staff. During the conversation, we were informed that your staff had not been able to
determine the identity of the welds that should have been submitted to NRC for relief
requests. However,' your staff indicated that there were no operability concems associated
with the failures to submit relief requests because of the lack of specifically identified weld
.I
deficiencies and the repetitiveness involved in the inservice inspection sampling process.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detailin the enclosed report. Please note that you
are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
In accordance with 10 CFR 2.700 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room (PDR).

them with you.
