NRR AUDIT OF LICENSEE PROGRAMS FOR MANAGING COMMITMENTS MADE TO THE NRC - EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NO. MA0836)

Dear Mr. Sumner:

The enclosed report provides the results of an audit conducted from May 5 through May 7, 1998, by the Office of Nuclear Reactor Regulation of the commitment management program at Edwin 1. Hatch Nuclear Plant (Hatch), Units 1 and 2. The insights gained from the audit at Hatch will be used, along with the results from similar audits of seven other licensees' commitment management programs, to determine what, if any, changes to NRC policy or regulations are warranted. In addition, the staff has undertaken discussions with the Nuclear Energy Institute to determine if changes in their guidance document, " Guideline for Managing NRC Commitments," might be mutually beneficial for licensees and the NRC staff. The staff's efforts and recommendations in this area will be presented in reports to the Commission later this year.
