r FINAL SUPPORTING STATEMENT FOR NRC FORM 474, " SIMULATION FACILITY CERTIFICATION" (OMB Clearance No. 3150-0138)
Extension Request DESCRIPTION OF THE INFORMATION COLLEGILQB 10 CFR Part 55.45 requires that all facility licensees have a certified or approved simulation facility in place within four years after the effective date of the rule (May 26,1987). NRC Form 474 standardizes the essential information needed to certify a simulation facility and is the most reasonable method for collecting this information. Other methods would require on-site review of performance test records. Conversely, a requirement for the submittal of other than performance test summaries or abstracts would require comprehensive computer print-outs, strip chart records or data plots.
A.
JUSTIFICATION 1.
Need for and Practical Utility of the CoIIection of Information Section 306 of the Nuclear Waste Policy Act of 1982, Public Law 97-425, directs the NRC in part to establish simulator training requirements for operator requalification programs, requirements governing NRC administration of requalification examinations and requirements for operating tests at civilian nuclear power plant simulators. The staff published rulemaking and appropriate regulatory guidance in response to this direction.
Submittal of NRC Form 474 is mandatory for all facility licensees which propose to meet the requirements of 10 CFR 55.45(b) through the use of a simulation facility consisting solely of a plant-referenced simulator. The information submitted on this form consists of the results of performance testing completed on the subject simulation facility and a schedule for the conduct of performance tests for the subsequent four-year period.
2.
Aaenev Use of the Information The NRC uses this information to ascertain the acceptability of simulation facilities for use in the conduct of operating tests for nuclear power plant operator and senior operator candidates. It is also used by the NRC's Operator Licensing Branch staff to determine whether to initiate a simulation facility inspection at a specific site due to concerns about their suitability for use in operating tests.
Since the facility licensee typically performs comprehensive performance testing as part of simulator acceptance and ongoing configuration management to maintain the simulator's fidelity against its reference nuclear power plant, this information collection is essentially an abstract of data already collected for these other purposes. The complete performance testing results are maintained by the facility licensee, and not submitted with this form.
2 3.
Reduction of Burden Throuah Information Technoloay.
There are no legal obstacles to reducing the burden associated with this information collection. Licensees may use any appropriate technology.
Currently, no information is collected electronically.- Some of the information provided as attachments to the form is in the form of computer print-outs from simulation facility computers. Technical obstacles exist to further reducing the burden in that there is a wide variation in the' data recording and output
- capabilities of existing simulation facilities.
4.
Effort To identify Duplication and Use Similar Information This information is available only from the facility licensee. The regulations, covered by separate clearance number 3150-0018, require facility licensees to retain the results of the performance testing conducted for four years; however, for reporting purposes, they are only required to submit performance test abstracts of this data and performance test schedules on Form 474. The information Requirements Control Automation System (IRCAS) was searched and no duplication was found.
- 5; Effort to Reduce Small Business Burden Small business is not affected by this information collection.
6.
Consequences to Federal Procram or Policy Activities if the Collection is Not Conducted or is Conducted Less Freauentiv This is normally a one-time information collection requirement for initial certification. Thereafter, information is collected on a quadrennial basis.
7.
Circumstances Which Justifv Variation From OMB Guidelines This information collection does not vary from OMB guidelines.
8.
Consultations Outside the NRC.
. Opportunity to comment on the information collection was published in the Federal Register on March 19,1998 (63 FR 13436). No comments were.-
received.
. Further, consultations about the objectives and scope of this information collection are held with nuclear industry personnel, and the relevant industry standards committee of the American Nuclear Society on a continuing basis.

11.
Justification for Sensdive Questions
' This information collection does not involve any sensitive questions.
12.
Estimated industry Burden and Burden Hour Cost Approximately 20 certifications per year are expected based on the projected procurement of new or upgraded simulators by facility licensees, quadrennial simulator test programs for existing simulators and potential decertification that may br. required by the Commission in accordance with 10 CFR 55.45(b)(5)(v).
An annualindustry total of approximately 2,400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br /> will be required to complete the information requested on the form. A range of 40-120 hours has been estimated as the burden to respond to the requirement per facility licensee. The computation of the burden has, however, been based upon the maximum value in the range. Thus, the estimated annual hours to respond is based upon 120 -
hours x 20 licensees = 2,400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br />.
The estimated annual cost to the facilities to respond to the collection is D97,600
($124/ hour x 2,400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br />).
13.
Estimate of Other Additional Costs Not applicable.
14.
Estimated Annual Cost to the Federal Govemment Approximately 20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br /> per form will be spent by NRC in evaluating the material -
submitted from facility licensees. Approximately 20 certifications per year are expected based on the projected procurement of new or upgraded simulators by facility licensees, maintenance of a quadrennial test and reporting program for
.. existing simulators, and potential decertification that may be required by the Commission in accordance with 10 CFR 55.45(b)(5)(v). Thus, the total estimated annual burden is 400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br /> at a cost of $49,600 (20 hours2.314815e-4 days <br />0.00556 hours <br />3.306878e-5 weeks <br />7.61e-6 months <br /> per form x 20 forms x'
$124 per staff hour). This cost is fully recovered through fee assessments to NRC licensees pursuant to 10 CFR Parts 170 and/or 171.
