PRELIMINARY NOTIFICATION September 17, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-157 D
This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information Presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
UNPLANNED LOW LEVEL LIQUID RADIOACTIVITY RELEASE Commonwealth Edison Company notified IE:III (Glen Ellyn) on September 16, 1976, that a leak had been discovered in the HPCI test return line to the condensate storage tank. The contaminated water drained to an outside storm sewer which discharges into the reactor cooling pond and the~n into the Illinois River. The line was isolated. A sample of the sewer water l
was obtained and measured 2 x 10-6 uCi/ml. Following dilution with approximately 500,000 gpm, calculated activity discharged to the Illinois River was estimated to be 2 x 10-11 uCi/ml a value considerably lower than the Technical Specification limit (1 x ION uCi/ml). Line repair is in progress.
While the release does not represent a safety problem, this notification is issued based on a recent general interest exhibited by the Illinois Commerce Commission in the releases of radioactivity by Commonwealth Edison nuclear power plants.
The State ot Illinois has been notified. Neither the utility nor the NRC plan to make a press release.
