Subjecti Failure of Redundant Safety Injection (SI) Valves to Open in Response to Spurious SI Initiation Signal While Plant was Shutdown The licensee informed the Region V (Walnut Creek, CA) office by telephone on October 28, 1976 that in response to a spurious SI initiation signal at approximately 8:00 a.m. on October 28 one of two redundant valves between the Refueling Water Storage Tank (RWST) and the suction to the charging pumps failed to open. The second valve open9d only partially. The plant was shutdown at the time of the SI initiation.

Investigation by the licensee has revealed a burned out coil in the electrical circuit of one valve and an overload breaker trip in the second valve. Investigation is continuing.

A Region V inspector is to be onsite on November 1, 1976 to follow licensee's investigation, and; corrective actions. The licensee's.

current schedule is to resume plant operation on November 6 or 7, 1976, following completion of ongoing repairs to the main station generator.

The licensee issued a press release covering the occurrence on October 29, 1976. Local news media interest is expected in light of the Nuclear Initiative issue in the upcoming general election.
