Gentlemen:
In accordance with NRC Administrative Letter 98-03, Entergy Operations, Inc. is voluntarily providing for Waterford 3 Steam Electric Station, estimates of licensing action requests. Specifically, responses to the following information requests are provided in the attachment:
(1) a simple numerical estimate of the licensing actions expected to 1
be submitted in the remainder of Fiscal Year (FY) 1998 and (2) an estimate of the numberoflicensing actions expected to be submittedin FY 1999.

Operating Reactor Licensing Action Estimates 1.
ScopeIStatus of Review The U.S. Nuclear Regulatory Commission (NRC) is issuing this administrative letter to request that addressees, on a voluntary basis, submit information pertaining to estimates of the number of licensing actions that will be submitted for NRC's review in upcoming fiscal years. The submittal of this information is strictly voluntary No specific action or written response is required.

Reauested information Licensees are requested to provide (1) a simple numerical estimate of the licensing actions expected to be submitted in the remainder of Fiscal Year (FY) 1998 and (2) an estimate of the number of licensing actions expected to be submitted in FY 1999. (For planning purposes, licensing actions may be defined as requests for license amendments, exemptions, and reliefs.) To adequately capture the larger resource impact of certain licensing reviews, licensees are requested to identify by brief title those licensing actions that are expected to generate complex reviews, such as power uprate requests, license renewal requesis, and dry cask storage applications. The questions and responses are as follows:

Response to item 1 Waterford 3 estimated licensing actions expected to be submitted in the remainder of Fiscal Year 1998 are as follows:
10 license amendments (Technical Specification Changes) 4 license amendments ( Unreviewed Safety Question Resolutions) 0 exemptions 1 relief request For the balance of Fiscal Year 1998, there are no projected Waterford 3 licensing actions to be submitted that are expected to generate complex reviews, such as power uprate requests, license renewal requests, or dry cask storage applications.

The Waterford 8 letter W3F1-97-0009, dated February 4,1997, indicated that a power uprate application was scheduled to be submitted in October 1998. Other ongoing activities at Waterford 3 have necessitated the deferral of this project. A new submittal schedule has not been established.

Additional Information Waterford 3 has at least one upcoming licensing action that will require a complex review. Waterford 3 is committed to convert our current Technical Specifications to the new Combustion Engineering Standard (NUREG 1432). This submittal is planned for the first quarter of the year 2000 per the Waterford 3 Performance improvement Plan.
