Q.2 ( J MakC PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-761185 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility:

St. Louis Airport (non-licensee)

Subject:

RADIOLOGICAL STATUS OF THE FORMER ST. LOUIS AIRPORT

,g STORAGE SITE Correspondence was received November 4, 1976, in IE:III from the Oak Ridge Operation Office of ERDA advising of the burial of uranium con-taminated rubble and scrap at the St. Louis Airport site. The Air-t I

port site was acquired by the Manhattan Engineer District in 1946 I'

for use as a storage area for residues from refining operations of I

pitchblende and non-pitchblende ora and other production processes.

}

Some of the residues were sold to Continental Mining and Milling Co.

l and moved To 9200 Latty Avenue, Hazelwood, Missouri, a suburb of-

?

St. Louis. -AEC-ORO records indicate the burial of scrap and rubble-from the Mallinkrodt Operated 1)estrenhan Street Operations at the west end of the Airport site. The Airport site was transferred by deed from ORD by CSA to the St. Louie Airport Authority in 1973.

A codicil to the deed places responsibility for regulation of that site with the Regulatory Agency of the'AEC, that is there is a restriction in the deed that the Regulatory Agency of the AEC must be I

notified prior to excavating at the St. Louis Airport Site. Further-mare, ORO is planning to conduct a detailed radiological survey of the airport site commencing November 15, 1976 and is asking for NRC comments e

and participation in the survey. The survey is being performed to evaluate ORO decommissioning procedures for such sites. A preliminary survey performed October 15, 1976, by ORO, revealed radiation levels greater than the criteria established for decommissioning the airport site. The 1973 radiological status was within the decommissioning criteria, and the elevated radiation levels are attributed to activities of subterranean burrowing animals and/or erosion.

Region III has transmitted the ORO correspondence to IE Headqu'arters for evaluation.'
