Letter from P. D. Graham (NPPD) to USNRC, dated April 17,1997, " Reply to a Notice of Violation, NRC Inspection Report No. 50-298/96-25" By letter dated March 4,1997 (Reference 1), the Nuclear Regulatory Commission (NRC) cited Nebraska Public Power District (District) as being in violation of NRC requirements. In addition, Section E7.7(b.) noted that the District, in response to a NRC violation (NRC Inspection Report 50-298/96-04), had intiated corrective actions to examine work activities for potential unauthorized modifications. Section E7.7(b.) also noted that the District had verbally committed to complete the review of the remainder of outstanding Maintenance Work Requests (MWRs) and to disposition identified unauthorized modifications.
Reference 2 transmitted the District's response to Inspection Report (IR) 50-298/96-25 and confirmed the commitments to: 1) review the Maintenance Work Requests (MWRs) by December 31,1997, and, 2) disposition identified unauthorized modifications by June 30,1998.
The District completed the review of MWRs on December 23,1997. During the initialinception 3
of the project, the District estimated the number of MWRs required to be reviewed to be

approximately 13,000 as MWRs issued prior to 1980 are not searchable on the Cooper Nuclear 5
Station Cooper Work Item Tracking database. However, as the project progressed, the actual s
number of MWRs reviewed for the period of 1970 through 1980 exceeded 22,800. The total number of MWRs reviewed during this project was in excess of 43,000. The level of effort to disposition the identified unauthorized modifications is proportionate to the identification portion
