Dear Sir:

The University of Texas Nuclear Engineering Teaching Laboratory (NETL) is making the following notification of a Technical Specification (TS) violation. A failure to meet the TS 6.2.2a for meeting frequency and t subsequent failure to meet part of TS 6.2.4 was determined by the licensee.

First indication of the possible infraction was April 26,1998. Nuclear Reactor Committee Meeting freqwncies are to be "at least once each six months". A Nuclear Reactor Comrnittee meeting was held November 3,1997 and the subsequent meeting was June 9,1998, an elapsed time of seven months and six days. A subsequent consequence of the meeting schedule was failure to provide timely (within three months) summaries of audit activities to the Director and the Nuclear Reactor Committee. A substantial effort to evaluate and reorganize NETL activiues was in progress April 30,1998 and led to significant changes to the Nuclear Reactor Committee. A meeting of the committee scheduled for May 20, already late, was canceled for the reorganization. During this time period the licensee failed to recognize the-time constraints until after the rescheduling.

. additional members and the appointment of a new chairman. The new

- chairman, Dr. Dale Klein, is a previous member of the committee and is a Professor of Mechanical Engineering at UT Austin and Associate Vice .

Higginbotham, is the Reactor Administrator at Oregon State University.

Corrective actions taken include the following:

1. Reorganization of the Nuclear Reactor Committee with a new chairman that will emphasize the importance and responsibilities of the committee.
2. Reorganization of the Nuclear Reactor Committee with the addition of a knowledgeable external member that will strengthen a review of current committee review practices,
3. Nuclear Reactor Committee actions (June 9,'1998) include setting the next meeting for September 17,1998 (tentative).
a. a review of the committee charter will be made to remove conflicts between charter language and Technical Specifications.
b. a review of audit areas will be made by the new committee member, with substantial experience regarding other programs.
c. a review of the committee meeting schedule and audit schedules, including development of better management tools to track activities.
4. Add Reactor Committee meeting dates to supervisor tracking activities The reorganization of the Nuclear Reactor Committee represents a commitment to corrective actions by the licensee that will immediately improve and protect against repeat violations.
