PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-PNO-76-94

~

m This preliminary notification constituted EARLY notice of en event of lPr j i t:-4 POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility :

Nulcear Engineering Company, INC. (NECO)

Sheffield, Illinois Waste Burial Site

Subject:

PUBLIC INTERVENTION IN REZONING OF DISPOSAL SITE EXPANSION The Bureau County Zoning Board will hold a hearing June 3, 1976, in Princeton, Illinois, on the rezoning application of Nuclear Engineering Company. The company seeks rezoning of 140 acres adjacent to its Sheffield disposal site for future use as additional disposal area. According to NECO, the area currently in use will be filled in about one month, and a NECO request is pending with NMSS for expansion on the existing site which will provide 6 to 10 years additional capacity.

(NMSS indicated they have not received notification from NECO of the proposed rezoning action nor have they received any license application concerning the 140 acres NECO is seeking to have rezoned.)

Opposition to the rezoning at two earlier Zoning Board hearings has come from area residents on non-safety issues.

It is expected that safety and environmental issues, including recent experiences at other NECO Sites, will be presented on June 3.

There has been some local news media interest.

Region III plans to follow the hearing through the State of Illinois Division of Nuclear Safety.

This PN is submitted because of recent operating experiences at other low-level waste disposal sites and be-cause of the high public interest in radioactive waste disposal.

IE Region III received notification of this event by telephone from the State of Illinois Division of Nuclear Safety at 1:10 p.m. on May 26, 1976.
