PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-115 ,

This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received withour verification or evaluation and is basically ~all that is known by IE staff on this date.

Facility: Westinghouse, Plutonium Fuels Development Lab Cheswick, Pennsylvania Subj ect: POTENTIAL EMPLOYEE STRIKE SITUATION Current labor contracts for hourly and salaried production personnel

, 1, expire at midnight, Sunday, July 11. If a new contract has not been agreed upon at that time, negotiations will be extended or a strike will occur. Westinghouse management believes that the issue will be resolved prior to July 11, but contingency plans have been ,

established. The laboratory will be operated by five management personnel and the guard force, which are not included in these contract negotiations. These employees will be retained and subsisted on site.

Media interest is expected because of continued interest in nuclear matters in the Pittsburgh area. The Commonwealth of Pennsylvania has been and is being kept informed. A press release is not planned. 1 NRC, Region I, Philadelphia, Pennsylvania received notification of this occurrence by telephone from the acting Plant Manager at 2:05 p.m., July 9.
