amamewm.-.v-w October 15, 1976 r,f[M PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-116C This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

THORIUM PROCESSING RESIDUES - REED-KEPPLER PARK, WEST CHICAGO, ILLINOIS Region III, Office of Inspection and Enforcement, learned on October 15, 1976, that the State of Illinois Department of Public Health has taken the position that the thorium ore processing residues in Reed-Keppler Park should be removed from the park in the interest of the health and safety of the residents of West Chicago and the future economic growth of that city.

It is expected that the Director of the Department of Public Health will sign a paper on October 15 stating that position and that a press release will be made during the week of October 18, 1976.

The State has formed an Advisory Committee to make technical recommen-dations on how the residues can be safely disposed following removal from the park. The State vill be seeking appropriations for the removal and disposal, and may be requesting financial help from either NRC or ERDA.

At the present time there is no immediate hazard to the puhlic. The ore g

residues in the park have been fenced and posted to restrict access to them.

The question of which regulatory body has responsibility for the final disposition of the ore residues is presently being evaluated by OELD.

Region III was advised of this matter at 9:15 a.m. on October 15 during a telephone call with a representative of the State of Illinois Health Department.
