Subject:
ADMINISTRATIVELY IMPOSED LIMIT ON REACTOR POWER Ef*fective June 21, 1976 the licensee intends to administrative 1y limit reactor power to 70 per cent.
This is being done to eliminate inadvertent I
steam releases to the atmosphere, which are annoying the local populace i
due to the high noise level.
The steam releases occur indirectly as a result of inadvertent control l
rod drops, which have been frequent over the past thirty days. The control rod drops cause a turbine runback which results in a power mis-l match. The power mismatch causes the steam safety valves to release to atmosphere.

The control rod drop problem is being investigated by the licensee. It i
l appears to be caused by component failures in the rod drive control l

system. A design change is planned.

Media interest is expected because of the power restriction and its association with a control rod problem. The State of Connecticut has been informed. A press release is planned by the licensee.
