Subject:

Thermal Release to the River in Excess of Technical Specification During a telephone discussion on July 26, 1976, the licensee informed the Region V Office (Walnut Creek, California) that they had exceeded the technical specification limiting the thermal discharges to the river during the latter stages of the startup testing program while operating near 100%

power in May 1976.

The licensee's evaluation of data showed that on May 6, 1976 the thermal discharge rate was 88 million Btu per hour. This rate exceeds the technical specification limit of 79 million Btu per hour. Initial raw data had erroneously shown that this technical specification had been exceeded on several days during May with values varying between 80.9 and 255.5 million Btu per hour. This information had been reported to the State of Oregon prior to the licensee's evaluation. These errors were the result of instrumentation problems.

The problem can be traced to at least two factors. During the late stages of plant construction secondary treatment was changed from phosphate to volatile which increased the blow down rate from each steam generator from 5 to 50 gallons per minute. Also, because of chemical concentration limitations on jh i

discharges to the river, it was necessary to run two service water pumps j thereby adding additional heat to the discharge.

The licensee reportedly has been in contact with the State of Oregon Depart- 23 :

ment of Environmental Quality and the NRC Division of Operating Reactors re- ~~

garding the possible revision of present thermal discharge limit. NRC Region V has discussed this occurrence with the State of Oregon.
