NARY NOTIFICATION June 17, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE-PNO-76-103 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

ALLEGATIONS BY MR. JOSEPH CURY OF CONSUMER POWER INCORPORATED Allegations were made by Mr. Joseph Cury, at the ASLB evidentiary hearing on June 15, 1976, that OPS had submitted to NRC falsified safety reports relative to the floating nuclear plants. Also, a Mr. Ernst J. Effenberger, a concerned citizen and former OPS employer, presented a written statement to the ASLB regarding safety concerns he has identified with certain mechanical equipment proposed for use in the floating nuclear plants.
Mr. Cury believes that Mr. Effenberg's report supports his allegations.
NRR, IE and others met with Mr. Cury and Mr. Effenberger shortly after their presentations to the ASLB to explain how their allegations and concerns would be investi ated.
8 IE plans to contact Mr. Cury in, Jacksonville on June 17, 1976, to obtain more specific and detailed information. Mr Effenberger's concerns will be dealt with during the course of the ASLB hearing.
Mr. Cury has voiced his allegation over local TV in the Jacksonville area and has made contact with the Ralph Nader organization. A reporter from Post-Newsweek Stations Incorporated is aware of both Mr. Cury's and Mr. Effenberger's contentions.
It is reported that the New York Times has carried an article on this matter.
