LICENSEE VOLUNTARY RESTRICTION ON POWER LEVEL I

j Region I (Philadelphia) was informed that following correction of a problem which required plant shutdown on March 9, 1976, the return to operation was being voluntarily restricted to 25 percent power.

4 The licensee has restricted power level based on a recent and specific analysis by GE of extended operation without the isolation condenser and j

following an assumed transient involving loss of the feedwater system..

Analyses completed for 25 percent power indicate no problem. NRR has l

determined that this analysis is unique to the Millstone facility.

l Media interest is possible because of the sensitivity to nuclear power issues in Connecticut. The State of Connecticut has been informed.

3 The licensee is issuing a press release. A press release is not I

planned by Inspection and Enforcement at this moment.

Region I, Philadelphia, Pennsylvania, received notification of this occurrence by telephone from licensee at 9:45 p.m., March 11, 1976.

Key IE:HQ and NRR personnel were immediately informed.

This report includes information obtained as of 10:00 a.m., March 17, 1976.
