The information presented is as initially received without verification or evaluation and is basically all that is known by OIE staff as of 11:40 a.m. on date of this notification. IT SHOULD BE SPECIFICALLY NOTED THAT THIS NOTIFICATION MAY CONTAIN INFORMATION THAT LATER MAY BE DETERMINED TO BE INACCURATE OR INCONSISTENT. SOLID WASTE SHIPMENT VEHICLE ACCIDENT The Region I, Philadelphia, office was informed by the Millstone Point 1 Superintendent that a flat-bed truck carrying 6.5 curies of solidified I

concentrator waste was involved in a minor accident in Middictown, .

Connecticut at 7:13 p.m., April 5, 1976.

l The vaste was contained in a 4'x6 ' liner placed in a lead and steel cask on the truck. A plywood box was placed over the cask. The accident l occurred when the plywood box failed to clear a low overpass on State Route 66 in Middletown and shattered. The cask on its mounting was un-damaged. .

No activity was released from the cask, which remained on the truck bed.

Surveys by State personnel and health physics personnel from the Haddam Neck facility confirmed no release from the cask. Contact readings at the sides of the container were less than 3 mrem /hr. The carrier is Tri-State Motors and the waste was enroute from Millstone 1, Waterford, Connecticut to Morehead, Ky. bypassing New York City.

The Governor of Connecticut was in Middletown, was on the scene at approx-i imately 8
30 p.m., and accompanied the cask to the Haddam Neck plant where c it was to be stored overnight. It was reported that the governor stated that the shipment would not be moved through Connecticut unless there were two drivers on the truck and two state police for escort. NUSCO ()

There has been media coverage because of the governor's presence at the scene. The State of Connecticut and DOT have been and are being kept informed. A press release is being made by Northeast Utilities and

is being considered by Region 1.

Region 1, NRC, Philadelphia, Pa. received notification of this occurrence j by telephone from the Millstone 1 Unit Superintendent at 10:30 p.m.,
