PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-101 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Pennsylvania Power & Light Company (PP&L)

Subject:

OUT OF SPEC CONCRETE Since June 4, 1976, Region I has been, and is, following closely a developing issue. The issue has been highlighted in that PP&L issued a Press Release on June 14, 1976. This issue involves low concrete cylinder compressive strengths for the required 7-day test. The suspect concrete is located in both safety related and non-safety related structures, approximately one-half in each. This resulted in PP&L establishing a " hold" on the placing of concrete.

, A task force has been formed by PP&L to evaluate this situation and to l recommend corrective action. The licensee informed Region I on June 15 i and 16 that 5000 cubic yards of concrete were involved and that 800 cubic yards of the suspect concrete is located in the Unit 1 containment build-

, ing. The required 28-day concrete test have shown this concrete to be i

acceptable. The licensee is continuing their evaluation. At present,

! the issue does not appear to Region I to have serious implications that

, could cause major project problems.-

, Media interest is expected because of current news interest involving nuclear plants and the press release issued by PP&L. The Commonwealth of Pennsylvania has been informed. A NRC press release is not planned.
