MINUTES OF THE JUNE 16,1998 PUBLIC MEETING TO DISCUSS THE INCIDENT RESPONSE PROGRAM SELF-ASSESSMENT Following publication of the NRC Strategic Plan and based on recent staff interaction with the Commission, AEOD was requested to conduct a broad-based self-assessment of the incident response function. The overall goal and primary focus of the self-assessment is to identify initiatives that will improve the efficiency and effectiveness of the incident response function A ",

self-assessment team, composed of NRC staff from AEOD, NMSS, NRR, OSP and Region lil was estabhshed and chartered, and began the conduct of the self-assessment on June 1,1998.

--The team charter establishes that input to the S/A shall be obtained from external stakeholder

~

such as nuclear utilities (e.g., NEI), States, other Federal agencies, special interest groups, and the public. Accordingly, on June 16,1998, the self-assessment team, together with incident Response Division management, conducted a public meeting to obtain stakeholder input for self assessment. The purpose of the meeting was to present, in a public forum, an ovennew of the NRC's current incident response program and to obtain input and ideas to improve the efficiency and effectiveness of the program.' A Federal Reaister notice of the meeting was published on June 4,1998. The Nuclear Energy Institute (NEI), the Union of Concerned Scientists, the Nuclear Resources Information Service, Public Citizen, the Federal Emergency Management Agency (FEMA), and the Organization'of Agreement States were contacted and invited to participate in the meeting. Attachment 1 contains the meeting agenda. Attachment 2 is a copy I of the presentabon material handed out by NRC at the meeting. Attachment 3 is's copy of the i VxMM-5 material provided by NEl at the meeting. Over the course of the meeting, Mr. Alan Nelson, NEl, presented the perspectives of the nuclear power industry on the NRC incident response function. State representatives and representatives from FEMA provided their views on NRC's incident response role, and discussed specific areas and ideas for improving both the NRC incident response function and NRC's response preparation activities. During the meeting, the members of the self-assessment team discussed insights developed thus far, and issues and areas that were being assessed for efficiency and effectiveness improvement. All attendees were solicited for comment.

It was mentioned that the self-assessment team would accept additional written comments from the public until COB July 2,1998. The meeting was adjourned at 4:45 p.m.
