Complaint by Former Quality Assurance Manager A former QA Manager for Raychem Corporation, telephoned the Region V Office (Walnut Creek California) on April 8,1976 to " register a complaint" against the Raychem Corporation. The substance of his complaint was that quality certificatica documents, signed by him, for wire and cable supplied to the Pacific Gas and Electric Company's Diablo Canyon reactor project and the Carolina Power and Light Company's Burnswick reactor project were in-accurate. He further alleged that, contrary to the certification documents, the wire and cable insulation (crosslinked polyethylene) could not meet procurement specifications with respect to accelerated water absorption, voltage breaddown, insulation resistance and voltage with-stand The Alleger also (within the past week) notified representatives of the Pacific Cas and Electric Company and the Carolina Power and Light Company. A joint investigation by the two utilities has commenced.

An investigation is being planned by the Office of Inspection and Enfo rcemen t.

IE has heard, indirectly, that the alleger is currently associated with the Creative Initiative Foundation, which is giving 4

support to the California Nuclear Initiative.
