October 31, 1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-77 -42 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: Westinghouse Electric Company Columbia Fuel Fabrication Plant Columbia, South Carolina Docket No. 70-1151

SUBJECT:

, BOMB THREAT At11:10p.m.(EDT)onOctober 29, 1977, an anonymous telephone call was received by the Westinghouse Manager of Security and Services. The caller stated, "You got a bomb . . . " and hung up. At 11:12, another call, by apparently the same person, was received. The caller stated, "I'm not kidding, you really have a bomb." No time of detonation was given. An immediate search of the building and surrounding grounds was conducted. No explosives were found and the site was not evacuated.

The licensee did not notify the FBI or the press. Region II (Atlanta) ,

informed the FBI and the State of South Carolina on October 31. There has been no media interest. Region II does not plan to issue a news release.

The IAT was notified.

Region II (Atlanta) received notification of this occurrence by telephone  !

from the Manager, Radiological and Environmental Services, at 9:30 a.m.,

on October 31.
