Failure of Auxiliary Feedwater Pumps to Start Automatically Following Turbine and Reactor Trip The following information which supplements the information contained in

' PNO-76-34, was obtained through telephone contacts between the Region.V (Walnut Creek, California) office and the licensee on March 3 and 4.

The licensee reported to Region V that their investigation has revealed the cause of the turbine / reactor trip on February 29, 1976 to be a .'

l' wiring error in differential current protective relays in the plant's electrical distribution system, such that the protective relays were erroneously sensing differential currents between phases of the electrical distribution transformers.

Investigation by the licensee has revealed 39 damaged tubes in the plant's main turbine condenser. The damage occurred as the result of baffle and 3

divider plate movement within the condenser following load rejection on

February 29, 1976.

The licensee reported plans for the issuance of a press release on March 4.

The earliest tentative estimate, by the licensee, for a return to. power operation is late in the week ending March 12. Modifications to and, pre-1 operational testing of the Auxiliary Feedwater Systems are expected to.be l the controlling activities in the length of the shutdown.
