PRELIMINARY NOTIFICATION October 11, 1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-77-40 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Trojan Nuclear Power Plant, Rainier, Oregon Docket No. 50-344
Subject:
EXPLOSION AT VISITOR CENTER At approximately 3:20 a.m. October 10, 1977, a pipe bomb detonated at The Visitor Center of PGE which is located about one-fourth mile from the Trojan protected area.
Three windows, a portion of the roof overhang, and the concrete pad at the building wall were damaged (estimatedcostofrepair$12-15,000).
No special security is i
afforded the Visitors Center as it is located in a public access area.
Region V was notified at 10:40 a.m. October 10 1977. At that time, the local law authorities and FBI had been notified.
Contacts with the local press have been made by PGE.

The IAT was notified.
At 8:30 a.m. October 11, 1977 Region V determined that based on an anonymous "tip" to a local radio station and The Longview (Washington)
Daily News, the FBI found a memorandum in a Portland Bus Station locker 8
signed by The New World Liberation Front. The Portland FBI office is

Considerable press interest is developing.
