Subjects. UNAUTHORIZED ENTRY ONTO THE THREE MILE ISLAND SITE This preliminary notification supplements PNO-76-17 dated January 28, 1976.

LA Senior Engineer of Babcock & Wilcox, assigned to the construction of

  • j THI-Unit 2, advised the licensee on the afternoon of January 29, that '

on January 27 at 7:00 p.m., he saw an individual climbing the Unit 1 fence that surrounds the protected area. The point of intrusion was at a location of the' fence that separates the construction site from the operating Unit 1 plant. This section of fence is part of the

)' temporary fencing and is not alarmed in accordance with TMI's, NRC accepted physical security plan. The original and subsequent investi-gations by the licensee and Region I indicates no intruder entry to the reactor building. Region I is continuing their onsite inquiry.

The individual, who has been identified as the intruder, has been 4

committed to the Hershey Medical Center, Hershey, Pennsylvania.

Media interest is expected. A press release is being prepared by Gl, the licensee.

The licensee has informed the Public Utility Commission.

Region I is preparing a response to press inquiries. The State of g Pennsylvania has been informed. f G

Region I - Philadelphia received original notification of this updated Q' information at 4:10 p.m., on January 29. This information is current as of 10:00 a.m., January 30, 1976.
