SUBJECT:

REPORT OF TRITIUM CONTAMINATION FROM EXIT SIGNS POSSESSED UNDER THE GENERAL LICENSE PURSUANT TO 10 CFR 31.5

Dear Mr. Haymend:

This refers to your letter dated May 27,1998, regarding the discovery of tritium contamination in Building 4486 resulting from damage to generally licensed self-illuminated exit signs. Your letter described actions taken by Ft. Sil! staff in response to this discovery and a proposed plan for material decontamination and disposal of debris after demolition of the building.

As a result of our review of your proposed plan, we hereby authorize you to proceed as outlined in your letter. Based on your correspondence and our discussions with your staff, it is our understanding that the damaged signs and sign fragments will be disposed of as radioactive waste or transferred to an authorized recipient. We also understand that items or equipment used to decontaminate areas of the building or to handle contaminated structures, and intended to be released for unrestricted use, will be surveyed by wipe test to ensure that any residual contamination is below allowable release limits for unrestricted use. Ft. Sill should notify the NRC Region IV office if the proposed actions cannot be implemented as described in your May 27,1998, letter.

Should you have any questions concerning this letter, please contact Danny L. Rice at (817) 860-8151 or D. Blair Spitzberg at (817) 860-8191.

Sincerely, Ross A. Scarano, Director Division of Nuclear Materials Safety Docket: 999-90004 License: General License )
