The information presented is as initially received without verification or eva luation and is basically all that is known by OIE staff as of 12:00 N. on date of this notification. IT SHOULD BE SPECIFICALLY NOTED THAT THIS NOTIFICATION MAY CONTAIN INFORMATION THAT LATER MAY BE DETERMINED TO BE INACCURATE OR INCONSISTENT. PLANT SHUTDOWN TO REMOVE INSULATION INSIDE CONTAINMENT On February 17, 1976 at 8:00 p.m. the plant was shutdown from 35 percent power to remove a certain type of insulation from portions of the main coolant system piping and components.

The insulation has been removed and the plant is scheduled to be restarted "

during the morning of February 18, 1976.

The insulation in question was not one of the five specific types evaluated by the licensee in response to an FSAR question and could not be demonstrated to have acceptabic post-LOCA characteristics.

The insulation was installed in August, 1975 during post core hot functional testing as a measure to further reduce containment temperatures. On February 16, 1976 it was determined by the licensee that the insulation may O not be acceptable for post-LOCA conditions; therefore, the licensee elected to shut down the plant and remove the insulation. Media interest is expected because of press attention given to plant avail- O ability of Millstone Facilities. The State of Connecticut has been informed.

A press release is planned by the licensee. Although NBC news people are 2

on site today, February 18, 1976, they have not been informed of this problem.  ;
