PRESENTATION AT NEl EMERGENCY PLANNING INFORMATION FORUM On June 9,1998, I presented an overview of emergency preparedness licensing and regulatory issues at the NEl Emergency Planning and Information Forum in Alexandria, VA.' A copy of the slides i used in my presentation is attached. Attendees included representatives from the majority of licensee emergency planning organizations, several representatives from State emergency management agencies, and staff from the Federal Emergency Management Agenc/
(FEMA) including D. Anne Martin, Acting Director of the Exercises Division. I was assisted in my presentation and in responding to questions from the audience by Charles L Miller, Chief of thrs Emergency Preparedness and Radiation Protection Branch in the Division of Reactor Program Management, Office of Nuclear Reacto.* Regulation. The industry representatives were especially interested in the staff's position on changes to emergency plans under 10 CFR 50.54(q) and the review of emergency action levels in accordance with the requirements of Appendix E to 10 CFR Part 50. We committed to issue guidance to licensees following issuance of our guidance to the NRC staff on reviewing changes to emergency plans and implementing procedures.
