November 15, 1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-77-45 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

BOMB THREAT At 7:01 p.m. (EST) on November 14, an anonymous telephone call was received by a security officer at the Columbia Fuel Fabrication Plant.
The caller, very rapidly stated, "Two bombs behind the wall on each end . . ." and hung up. No time of detonation was given. An immediate search of the building was conducted. No explosives were found and the site was not evacuated.
Region II (Atlanta) informed the FBI and the State of South Carolina on November 15. There has been no media interest. Region II does not plan ~
to issue a news release. ~This pl_ ant is a low enriched uranium facility.

Region II (Atlanta) received notification of this occurrence by tele-phone from the Manager, Radiological and Environmental Services, at 9:00 p.m. on November 14. This information is current as of 10:00 a.m.
on November 15.
