I wanted to take the opportunity.to express my sincere appreciation for you and your staff's support for the meeting at the California independent System Operator (CAISO) facility in -

Folsom, CA on May 29,1998. :The purpose of this meeting.was to interface with CAISO

. staff to get a better understanding of this newly established organization's charter, how it

' manages the distribution of power to maintain the desired level of reliability, and specifically

how quality and quantity of offsite power provided to the nuclear power plants will be Emaintained under routine and non-routine conditions. ^ Based on the numbers and mix of -

. staff that supported the meeting as well as the open free interchange of ideas, we were

?able to obtain the breadth and depth of information that we. wore seeking.

We were quite impressed with the caliber of operating staff that you have recruited, the level of technology implemented at your two locations, and the obvious successful operating record you have seen thus far. We were also quite pleased with the language that is included in the CAISO Transmission Control' Agreement (TCA) regarding the support required to the California nuclear plants. The TCA includes information that guarantees the

highest priority of offsite power provided to nuclear units and specifies the quality and

. quantity of power that must be maintained on transmission lines to those plants. Such an agreement will clearly serve as an excellent model for future ISOs that are to be established across the country.

My thanks to you and Jira Detmers for taking the time out of your very busy schedules to meet with us. Our discussions were well-organized and extremely fruitful.
