October 6,1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-77-38 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented l 1s as initially received without verification or evaluation and is basically all that is known by IE staff as of this date. ,

Facility: Portland General Electric Company Trojan Nuclear Power Plant, Rainier, Oregon (DN50-344)

Allegations Concerning Security Program At 10:00 A.M. , August 24, 1977, two members of the Trojan contract guard i force, one a shift supervisor, walked off the job for personal reasons.

The two guards wrote a letter, dated August 30,.1977, to the Assistant Vice President, Thermal Plant Operation and Maintenance, PGE, complaining about workload at Trojan. A few days ago a copy of the letter was received by Portland, Oregon radio station KGW. The two guards were interviewed on KGW making allegations that the security force at Trojan was not adequate and was " beefed up" when the NRC inspectors were on site. The Oregon Department of Energy also received a copy of 'the L

letter. The Trojan Plant Superintendent was interviewed by KGW on i October 5, 1977, regarding the allegations. No articles have yet appeared in the Portland papers, but are anticipated.

RV has dispatched two Investigators to interview the two guards and to determine the facts surrounding the allegations.

Region V received notification of this occurrence by telephone from the Plant Superintendent at 8:55 A.M. on October 6, 1977. i
