national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is kn_own by IE staff as of this date.

ALLEGATIONS OF SECURITY DEFICIENCIES A newspaper article which appeared in the October 28, 1977, edition of The Hartford Courant contains information that facility security guards have shot rabbits at an adjacent wildlife reserve, drunk liquor, tampered with a security system and have falsified patrol records. All of these have allegedly occurred while the guards were on duty.

An investigation has been initiated by Region I.

Additionally, an NLRB hearing is scheduled to be held in New London, Connecticut, on November 1,1977, regarding charges made by contract guards relating to union activities and alleged unfair labor practices on the part of the licensee. .A Region I representative has been subpoenaed to testify at that hearing.

There is considerable media interest regarding this matter. The State of Connecticut has been informed. A press release is not planned by the licensee or NRC. ,
