December 14, 1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-77-49 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as' initially received without verification or evaluation and is basically all that is known by IE staff as of this date. .

BOMB THREAT '

i At 6:10 p.m. on December 13,1977, a switchboard operator for the Iowa-Illinois Gas and Electric Company, Davenport, Iowa received a telephone call from a male caller who stated, "What would you do if you received a bomb threat?" The operator replied that she would notify her supervisor. The caller then said, "All your offices and plants are going up tonight." No further specifics were provided. l Iowa-Illinois Gas and Electric Company is part owner of the Commonwealth Edison Quad-Cities Plant and therefore notified Quad-Cities Station of 1 the threat. Although the threat was not specifically addressed to Quad-Cities as the licensee also operates fossil plants, the licensee initiated their bomb threat procedures at Quad-Cities, added additional guards, and conducted a search of the premises and the plant. The search met with negative results and no incidents occurred. The local law enforcement agencies were advised and the FBI was notified. RIII notified the Chicago Office of the FBI and the local BATF office in accordance with previous agreements.

The IAT was notified.
