(j March 4, 1977 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-77-08 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically ell that is known by-IE staff as of this date.'

Facility: Northeast Nuclear Energy Company Millstone Unit Nos. 1, 2-and 3 (DNs 50-245, 50-336 & CPPR-113)

Subj ect: - -BOMB THREAT At 7:59 p.m. on March 3, 1977, a telephone call was received warning that "a. bomb is on the site and it will go off tonight." The call was made by a male to the public telephone located outside of Gate #1. A guard answered the phone and received the call. The Bomb Threat Procedure was

' initiated and the Waterford Police and Fire Departments, as well as the Connecticut State Police, were called and responded. The FBI has been notified._ The site was not evacuated, but a thorough search was conducted at Unit-Nos. 1 & 2, and the construction area around Unit No. 3. At 10:23 p.m. ,

The licensee advised that the site was secure, that no suspicious items were 7T found and operations had been returned to :ounal.

by telephone from the licensee at 9:35 p.m., March 3, 1977 and updated information at 10:23 p.m., March 3,1977.

The IAT was notified at 10:30 p.m., 3/3/77.
